Yes in a sense.
LLAI drives, shoots, avoid shots.
HLAI choose where to drive to, whom to shoot at. And of course which fleet to send to expend to which part of the galaxy as well...

Both require "intelligence" to do the right things, but they require very different procedures, and time is the deciding factor.
