The markets at the 2 stations are independent, and presumerably not acessible when you dont have assets in the system.
So one can safely assume that interstellar market acess is at least limited to pretty low levels.

Market acess could also be done via asynchronous message passing.
As it is per se only a message passing system.
You only post your request there somebody else fulfils with his offer (message)

EVE for instance uses regional markets, and there's a pretty substantial wall of separation between regions (even if stations are adjacent). Faction borders for instance seem like a natural border. Asynchronous message passing could be done between intra-regional markets, depending on NPC "capability" (so, for instance, a "market quoter" would be a valid, albeit low-paying profession).
