Why should it be possible to cloak entire fleets?
Not saying it shouldn't, just that that's an assumption that might be worth examining....

You wouldn't have an entire fleet made up of scout ships with the largest engines and smallest guns, unless you want to go that route.
The point is, if you have to perform a constant action to keep something 'working', then it is only advantageous to the enemy. Clicking a "Keep me cloaked" button would be analogous to a "Keep me moving forward" button for scout ships.
