1) Membership to AI faction: Can you ALWAYS simply leave? Will membership be it's own contract that has obligations to fulfill before you can leave? What happens if you don't fulfill a contract by leaving a faction? (reputation falls I would guess) Will some memberships be 'no leaving us or you'll be hunted and killed if you try' types? (like pirate/org. crime factions).
2) AI faction leaders: Only ever one person at the top? Or can there be a board of directors that make group decisions by weighted vote?
3) Political Arena: Is there politics or IS factions themselves the politics? Will there be races or is everyone human? If factions can have a group as the leader (eg board of directors that vote), could there be political factions like the StarWars Confederation with members who vote on policies etc?
