Source: mom uses this feature on Linux with wine, PDF works fine with every pdf viewer because it's a PDF

PDF readers do accept it yes. But it's not a PDF.

Source: Data Inspection System rejects the file as it claims to be a .pdf but headers show it to be a .docx

Ah, but if the file headers say it's a docx, and the format is docx, then it's a docx, and PDF readers can just read more than PDFs :V

I don't know how these do for PDF editing but they may help.

I always use Inkscape to edit PDFs. Works best when the PDFs are "real" PDFs, and by that, I mean vector based, and not just pictures (like scanned documents without OCR run against them).
