Sure, here is the GIMP tutorial.
Note that while they added some basic ugly stars, you can make better and bigger ones by doing this:

create a new layer with a transparent background
Filters -> Noise -> Hurl, click OK
Colors -> De-saturate, (use lightness setting) click OK
Colors -> Brightness-Contrast, (-70,100) click OK (this step determines how many stars you see in the final product. Feel free to adjust these values later)
Zoom out the 12%, press shift-T
Drag one of the corners out till the area is about 4 times larger than it was (this is the size of your stars)
Right click the Floating layer (in the layer window), and select Anchor Layer.
Go back to normal zoom of 66% or more (anywhere between 66% and 100% is good)
You're done!
You now have a very good looking star background that looks great against a black background layer.
End result should look like this

Do it on multiple transparent layers. Resize a few to make larger stars.
Throw some blur, Alter coloration (to remove green stars, leaving just white, red, yellow, orange, and light cyan/azure/blue)

Set these layers as additive, and throw them over a black background.
Add a nebula layer or two (under the stars) and you get a nice star field with varying sizes of stars, varying colors, and colors that fit whichever nebula layer you have added in.

Duplicating the same layer multiple times, and adding single filters, like blur, with the layer set to a low opacity will improve the look too.

Erasing sections on some of the layers leads to areas of the sky with fewer stars. Making areas away from the galactic plane darker is a good idea.

Once can do some REALLY cool shit with star fields, if one is willing to fiddle and play, and use something like 20+ layers of stars of varying production and opacity.
