I would suspect the amount of stations would depend on the type of the planet.

For example a large, heavily populated planet would have many stations whilst a desolate planet that is only visited for mining might only have one small station.

The amount of platforms should depend on the value of the system, who owns it etc. You could have missile batteries which can lock onto ships and sand a hail of missiles.
